The Company
Information Security Incorporated is a boutique consulting firm founded by Noel Matchett in 1985 to provide specialized services the areas of information, network, telecommunications, and computer security as well as critical infrastructure protection and Homeland security. We have worldwide clients and have expanded our initial capabilities by forming strategic alliances with over 20 highly qualified firms and associates including specialists in risk mitigation and physical protection of facilities, people & objects

Key People
Noel D. Matchett - founder, president, and principal consultant of Information Security Incorporated. His special areas are critical infrastructure protection, homeland information security, secure information security design, analysis of threats and vulnerabilities and development of countermeasures and mitigation programs, investigations of electronic industrial espionage, audits and assessments of facilities, market assessments, strategic planning, bid and proposal analyses, protection of intellectual property, expert witness work in encryption and secure systems, complex export control licensing issues involving encryption, intelligence systems and deminimis calculations, and training and awareness seminars in information security.

Previously he was employed for 19 years at the National Security Agency where he was presented the Agency's highest honor - The Exceptional Civilian Service Award for his contributions to information security. In his last position at NSA, he was Area Executive and Director of Data Networks Security.

Mr. Matchett has appeared on numerous commercial and public TV and radio programs in the United States, Europe, and Asia. His most recent appearance was installing NOISEBATH on HBO's Washington DC based Miniseries K Street with George Clooney and Steven Soderbergh as executive producers and Stephen Soderbergh as director.

He was a member of:

  • The National Research Council's Committee on The IRS Tax System Modernization
  • NIST Working Group for Cryptographic module standards(FIPS 140-1)
  • An Intelligence Community task force on computer security threats
  • The President's National Security Telecommunications Advisory Committee (NSTAC)

He is co-inventor of four patented security technologies: NOISEBATH acoustic masking, CBAM biometric control systems, Wireless antifraud system, and the SUPERDES family of encryption algorithms. He has: completed the course work for a Ph.D. in Probability, has a M.S. in mathematics from Rutgers - The State University and a B.A. from Haverford College.

Primary Associates
Joel Edward Gross, CPP ARM CFE is president and principal of Risk Strategies International, a firm organized in 1995 to provide complex risk-related services worldwide. He has thirty years of varied and extensive international risk-related management experience in many industries, the last fifteen as a principal consultant. Until 1995, he served as Director of Corporate Risk Services/Senior Investigator for a well-known international firm.

He has a diverse corporate background in security, investigations, fleet and industrial safety, environmental health, risk management and claims.

Past assignments include:  resolving risk-related issues about protection of trade secrets, proprietary information and technology; advising high-technology firms on matters pertaining to espionage by foreign interests; resolving issues surrounding the kidnapping and payment of $21 million for an executive's safe return; international estate and residential protection; establishing secure conditions in a hostile environment for the care, custody and control of $65 billion in currency, bearer bonds and electronic security instruments; assisting multi-nationals with resolving corporate reorganizations and mergers and acquisitions, the termination of senior executives, defending against hostile takeovers involving possible violence and espionage and counter-intelligence, large scale employee terminations and plant closings, stalkers, kidnappings, threats of violence, and executive protection; protecting high-value corporate assets from sabotage and terrorism; and assisting governments & corporations with protecting embassies, estates, & residences.

He is an Honors Graduate of Seton Hall University and formerly on the Adjunct Faculty at Jersey City State College.

International professional certifications include: Certified Protection Professional (CPP), Associate in Risk Management ARM) and Certified Fraud Examiner (CFE).


John E. Hershey
John E. Hershey was granted a PhD in electrical engineering from Oklahoma State University in 1981. His primary area of professional work is in electrical communications. He is adjuncted at the University of Colorado, Boulder, Colorado, and at the RensselaerPolytechnic Institute, Troy, New York. With Professor Rao Yarlagadda, he started, and served as co-editor of, Digital Signal Processing,a professional review journal published by Academic Press. He has authored/co-authored 5 books, 2 encyclopedia entries, and numerous papers on signal processing, communications theory, and cryptography. He has worked for a major research laboratory for 10+ years. Prior to that, he helped develop an office of the BDM Corporation in Boulder, Colorado. Prior to that, he spent 15 years in various agencies and departments of the federal government.

He was awarded the IEE Electronics Letters Premium Award as coauthor of paper "Wideband signal Doppler and epoch estimation" and awarded the 1998 Lohmann Medal from Oklahoma State University for "outstanding technical or managerial contributions to his or her profession and/or contributions to the education of engineers, architects or technologists that merit the highest recognition." He received the Outstanding Publication Award, 1981, Institute for Telecommunication Sciences, Boulder, Co., "The Discrete Logarithm Public Key Cryptographic System".

Dr. Hershey was elected a Fellow of the IEEE in November 2001. He has 127 US patent applications with 84 U.S. patents granted so far.

J. Neil Birch
Dr. Birch holds Ph.D. and M.S. degrees in Electrical Engineering from the Catholic University of America and a B.S.degree in Electrical Engineering from North Carolina State University. Dr. Birch is President of Birch Associates, Inc. which specializes in the field of Communications,Command,Control and Intelligence(C3I).

Previous positions held by Dr. Birch have included: Principal Director and Deputy Assistant Secretary of Defense, Office of the Assistant Secretary and Advisor to the Director, Telecommunications and Command and Control Systems (DTACCS), Office of the Secretary of Defense and Assistant- Director for Systems and Advanced Technology; Chief Scientist, U.S. Navy Command, Control and Communications Programs,Office of the Chief of Naval operations; Director of Advanced Systems Analysis Office, Magnavox Company; Division Chief, National Security Agency; Staff Engineer, Western Electric Company.

Dr. Birch has experience in the following areas: Secure and Privacy Communications; World Wide Military Command and Control System; European Command and Control; Tactical Command and Control Systems and TRI-TAC; Defense Communication System; Military and Domestic Systems; Digital Voice Coding; Spread Spectrum and Error Control Coding; Navigation Aids; EF and Meteor Burst; Advanced Tactical Communications and Interfaces, Communications Channel Modeling; Remote Monitoring; Telecommunications Technology Forecasting; Maritime, Aeronautical and Meteorological Satellite Systems; and Intelligence and Intelligence Related Programs.

Dr. Birch is the author of numerous publications and is active on a number of DOD and intelligence agency panels.
